Check out skype.
You can get an access number local to your area, then use that number from any phone to call your international numbers anywhere, and pay the cheap international skype rates.
The advantage of this method, is you’re not tied to a VOIP phone. You can call this access number from your cell phone, land-line, etc… and you get the cheap rates.
It’s good quality too. I am in the US, and have friends who talk to Taiwan all the time via skype, and it sounds fine.
