First, your relatives would need to have high speed internet available to them, and the availability in Ukraine is “spotty”. If you can get it for them, I would suggest simply sending them a Vonage box with a US number assigned to it.
It will cost you about $5 USD for the internet, and $24 for the monthly Vonage box. It allows them to call you free, and you call them free (depending on your long distance service).
The VOIP available in Ukraine will still carry the high long distance charges both to and from Ukraine.
