The closest I can find for a VoIP service that provides local access phone numbers for China, is for Hong Kong.
Skype offers SkypeIn phone numbers for Hong Kong, but not mainland China.
SkypeIn phone numbers for Hong Kong cost $60/Year.
Combined with SkypePro, then the SkypeIn number only cost about $24/Year. (includes VoiceMail)

To actually see the SkypeIn rates, you have to have a Skype account. Once logged-in, you will be shown the price, while placing a SkypeIn order. Once you see the price you can cancel the order process (that’s how I got the rate fees).

There are a number of providers who work in China as well as the rest of the world. If you purchase service from a USA based provider (see http://www.voiprater.com) you can actually setup a USA number and take it anywhere in the world. You should be able to do something similar with a Chinese service.
