Unless you have a leased line from a business ISP, you’ll only be able to control the QoS in one direction (outbound). You might consider getting a separate cable / ADSL connection to dedicate to VOIP.
If your ISP offers a VOIP service, use it. This will mean your VOIP traffic won’t have to travel through too many other internet routers with no QoS.
You need a router that supports QoS and that will help in the outbound direction. You give the VoIp traffic higher priority, so if there is a VoIp packet and a regular packet, the VoIP goes first. Inbound, there is nothing you can do and most likely, not the issue.
This is also why the ATA is usually placed between the modem and the router. When I had VoIP, I never did this but had equipment where I could prioritize the VoIp traffic.
In your router, you need to set it so that the port that your PhonePower is connected to gets priority. How you do this depends on the router. Some routers allow you to set a specific port to high priority. My D-Link has a QoS (Quality of Service) engine that detects streams and prioritizes them. Basically, you need to peruse the knowledge base of the maker of your router on how to prioritize traffic from the PhonePower.
