There aren’t too many VoIP options for extremely cheap.
However, a lot of VoIP companies have 500 minutes/month (outgoing, unlimited incoming) for around $15.
Lingo or Phone Power would probably be your best choice.
Check out http://voip-reviewer.com and find a VoIP provider that suits your needs.

I would also look at callcentric and vbuzzer. You have to provide your own VOIP ATA but the service is good and very reasonable.
Another new start-up is future-nine and has a plan for $7+ a month. They loan you a VOIP ATA.
