Most commercial VOIP services provide ‘low cost’ calling but are generally not free. Computer to computer calling can be free if you use MSN/Yahoo etc but both parties would need high speed bandwidth to make good calls
Skype is free if you only call from computer to computer.
If the person you want to call has Skype and they are online – you can talk for free.
If you want to use Skype to call someone’s cell phone or landline, that’s when you have to pay.

NOOOOOOo skype is not free.
I currently use uoip buster for free calls on my laptop, I use it in place of a cell phone!
